The OBD differences have to do with sensors and emission standards. You have much more freedom with OBD1 cars (and often the motors) than you do OBD2. OBD2 is a massive pain with extra things such as EVAP purge solonoid's and valves, 2nd 02 sensors, crank angle sensor, (ect). (speaking in terms of D and B series motors).
