*If the paint he used is a spray paint then basically yes.
do u have to spray them lightly, how many coats
*This depends on how dark you want your lights to turn out. If you want to find out how many coats the person used, pm them and ask. Otherwise, spray yours until you like how it looks.
how many times do u wetsand
*Wet sand after the paint dries to smooth out the surface. That's what gives it the smooth, shiny finish.
he said he sprayed clearcoats; what does he mean by clear coats the paint or like a clear?
*It's a transparent, colorless paint. You can find them in spray cans too. Usually the color says crystal clear or clear or something like that. The clear coat is an overcoat, put on over the dried paint to protect it. The spray cans probably have directions on them. Once you actually try this out you will see that it's not as hard or confusing as you think.

you can go to a local craft store and just ask for stained glass spray paint, much easier. Or get this http://cgi.ebay.com/ebaymotors...ZWDVW
