I believe the referee centers do it. You can try them at 1-800-622-7733.

radio shack sell's DB testers there! i picked one up from there awhile back. forgot how much it was.

...i still like ask a cop...i bet he'll do it for free too, and then when you violate the noise ordenece he'll write you a ticket :-)
