I also just got the Tokico Illuminas and was looking into the H&R race springs. It claims to drop our integra 2" in the front and 1.75" in the rear. And i heard they're f460/r350 for the spring rates? Dunno about the the skunk2's though.

I've got Eibach Sportlines with my Tokico Illuminas. I think it's a great set up. My 95 GSR was on the tail and I mean less than 1 car length from a 996 Porsche 911 GT3 on turn 8-9 of Willow Spring's big track. Of course there's no accounting for the GT3 driver but never the less I was impressed. For full disclosure, my other suspension related mods include an ITR rear sway and Quaife LSD running on ITR wheels and shitty Dunlop V-speed Durezas (205 50/15).

I'll add though that H&R does make a quality spring.

I had my konis pair with H&R Race Springs and it was an excellent set-up. But I got tired of being so low and kept the Konis, but paired them up with Ground Controls which I much say are an overall better setup because of the adjustability.
