Default surging idle between 800 and 1200 rpm

I have a 90' crx dx
I refurbished the head recently, as well as replaced the fuel pump, idle air control valve, ta sensor, and fuel filter.
I have a trouble code that reads "air intake temp."
through diagnostics it shows that my air intake temp is at 140 when cold
i thought the new iacv and ta sensor would solve the idling issue.
I am wondering if the ecu is faulty and how to check it for defects.

are you sure you have the right connectors plugged into the sensors? sounds to me like you may have switched the connectors for the intake air temp sensor and the tandem control valve - intake air temp is 2-wire connector with red/yellow and green/white wires - tandem control valve is 2-wire connector with black/yellow and orange wires
