Default Rpms are weird when reving

Well I took my car for a test drive(I'm trying to figure out a idle problem) and when I push the clutch in while moving it'll drop to 900 then go up and hold at 1500. Then when I come to a stop it will bounce between1500 and 1000. I removed my throttle body to get to the tps so I'm guessing now I have a vacuum leak somewhere in that area. My question is does this sound like a vacuum leak? And if so how would I find it?

Edit to clarify my question.

Your question is kind of confusing, if you're revving it it just drops tp 1500 by itself???

Well now I took it out again and after a few seconds of sitting still it will eventually go down to 900 and hold steady. What could cause this? It wasnt doing this before I took off the throttle body. I put everything thing back right. Any ideas?

FITV attached to the intak mani. it should be on the same side as the throttle body(or attached to it). there is a plate on the side that is held in by 2 screws. take that off, inside you will see a button looking thing with a ring around the it. screw that ring all the way in then put it back together.
