Default BELT SLIPPING?

i have a 98 H/B but i have a K20a2 in it....
recently the rain has been coming down in my city.
Almost every time i go out for a drive i find that my car will lose sudden power and a humming/vibration will come from the engine bay.
i took it in and the service writers said it was the ?belt?
they said that when the water gets in the engine bay it could make the belt not grip and you will lose power....

Is anyone else having this problem..?
Can I get a belt that won't do that..?

Do you have the plastic splash guards in place on the underside of the engine bay as well as your inner fender wells?

How does a belt cause you to lose power? Maybe the intake filter is getting wet? When I had an SRI on my EP3 the front wheels would throw water on the filter (since there is no guard in the rear of the engine bay) and cause weird noises. I noticed a small power drop off as well. Maybe this could be the problem?

The only belt I can think of is the serpentine belt...
