i need a cheap way to change it from black to a nice blue color, and theres a rusty scratch/indentation that will need to covered as well. any ideas? im open to any and the indentation isnt anything too serious but the paint damage is more to worry about than the actual denting

If you want to save some money do prep work yourself, sand the paint and fill the indentation with Bondo/fiberglass if it isn't too deep.
