There is such thing as a 1999 and 2000 Civic SiR. Unfortunately, they're not what you're looking for.
Background on that is that Honda uses trim levels in many, many different countries and they don't all necessarily mean the same thing. An SiR usually has a B16A in it though. In Canada the SiR is a coupe (EM1) and in Europe it's a hatch and sedan (EK4).
The term being used to describe the bumpers you're speaking of, that's actually wrong usage. Though it's not your fault. It's the common name of the bumpers.
The "SiR" bumpers come on mostly Europeans Civics. They appear on both the sedan and hatches for 1996 to 1998. The bumpers sold on the 1996 to 1998 Civics here are called "coupe bumpers" in some European countries since they only came on coupes.
There are no similar bumpers for the 1999 to 2000 years though. Your only option is to either swap front ends (and rear bumper) or find some of the stick on bumper moldings for the European 1992 to 1995 Civic hatches and sedans and the 1992 to 1997 del Sols. I will warn you though... they will be shorter than the 6th gen Civic ones.
If you want to know what they look like, RARE_EG2 has some on his del Sol.
