Both front wheels. And all modern cars use a differential. When you say "without a differential", you're probably thinking of a limited-slip differential, which is a specific kind that prevents opposite wheels from spinning too much. All cars use a differential, but not all cars have a limited-slip differential.

as nsxtasy was saying, both front wheels pull just not at the same time (in most cases) with an open differential
open diff (what you are describing): power goes to whatever wheel has the least restriction, left or right
limisted slip diff: power is distributed through both wheels at the same time
