Default Del Sol handling

ok so i just got this 93 del sol and new 16inch rims for it. i want to lower it but at the same time give it some better handling. what would be the best setup i could get on a 500 to 800 dollar budget? or should i just wait till i get some more money saved up?

Well I have a 95 vtec sol and I got H&R Springs with Koni Yellows rides good.

so pretty much go with the koni shocks? how much of a drop will that b with the H&R springs?
