VTEC just changes the cam profiles for increased power output and better mileage under certain engine conditions. If you're trying to get more power out of the engine without forced induction, you should start with intake, header, exhaust, maybe a tb spacer. Some more expensive mods are a prelude throttle body or H-series head swap. Engine management systems aren't going to give you any significant horsepower gains unless you're running turbo, and then you'll need it to tune anyways.
