Is a 92-95 prelude ECu OBD1 or OBD2.

'96 was the first year for ODBII so any 4th gen prior (such as the 92-95 you inquired about) would be ODBI

 

I found this out AFTER I bought my 96

Is it me or does the '96 OBD-II computer seem to fight any all motor mods, and not respond as well as it's OBD-I siblings, or newer 5th gen OBD-II's?

Hmm I doubt you'd be able to prove that. If anything the 96 computer should be somewhere inbetween OBDI and what 5th gens are now...after it was the first year for it and the regulations were probably not fully interpreted...
