Do you get the CEL for a couple of seconds when you first turn the key on, then the light goes out. Have you checked to ground at the thermostat housing (if its there).

EDIT: Can you please explain how you tested and which wire for the dizzy and fuel pump please.

No CEL's what-so-ever. the initial "blink" of the ecu doesnt even flash. i didnt test the dizzy yet but we pulled a spark plug wire and there was no spark when we tried to crank. i didnt have my voltometer with me to test anything. but i did hear the fuel pump switch on AND there is fuel being pumped to the injectors (had to fix a fuel leak from #3 injector). I am going out to the car tonight with my voltometer to test all leads. the ground to the thermostat is connected. i will recheck the grounds tonight

The main relay is a two relay unit, one is for the fuel pump only, and it is usually the part that goes bad. The other relay is to power a portion of the ECU and the injectors, it also controls the part of the ECU that flashes the CEL. Unplug one injector, turn on the key and see if you have 12 volts to one of the pins on the harness, if not then replace the main relay, if you do, then maybe (with more diagnosis) you have a bad ECU.

well we checked the leads to the fusebox under the hood AND the other fuse box.
the ecu is getting power as well. when we unplug the ecu the engine light doesnt flash on the dash. we used the voltometer today. everything is getting power. so maybe it is the Main relay like you said? ill check that tommorow.

Have you checked all of your fuses? On the fusebox under the hood there should be an ecu fuse. You might want to check that out sounds like it might be the problem.

we checked those as well.all of the fuses under the hood and under the dash are getting power. anyone have a schematic an 89 dx? the one i have barely tells me anything. i need something that tells me what pins on the ecu should have power with ignition on. i also wonder if i can just find the power and ground to the ecu and jump power to it? ive seen some one do it that way. they just had a switch to turn it on/off. has anyone seen/done that before?

found out one of the problems if not THE problem.
i re-did my ecu plugs (the guy that did them before me cut them to hell and back)

there are a set of wires on there that are jumped to a ground wire. well... my dumb@$$ self cut the wires that jumped them to ground. im going back to correct the problem tomorrow and ill let you guys know what i come up with.
