Default hi idle on a 98

Hi,
Hope to get some help my civic idle is high and the spark advance is over 20 degrees when idle can not adjust it down with distributor timing. The car runs good but gas mileage is bad because of the idle being off. It was giving me a 505 code I changed out the IAC valve but that did not fix it. I have checked all over for vaccum leaks and can not find one.

Any ideas please help I am out of ideas, it is baffeling because of the timeing it make me think I am having a distributor problem but no other codes are setting but that 505. It is a d16y7 engine in a 1997 civic I do have a short in the cruise control circuit that is between the fuse and the switch not sure if that is causing something to short to ground and cause the idle to be high.

It is a leaking intake gasket on the number 1 intake runned found it by blasting gumout around the intake gasket..
