Not really sure what you want to know, but this page helps you figure out the differences between a 90 and 89.

well that did help alittle. i did not know that they were a plug and play provided the years are the same. when i first got it i tried it out and the CEL stayed on but i didnt drive around. thats why i thought that wires had to be switched
I just did a STD cluster to a sI cluster and all I did was unplug and replug in my cluster making sure the speedo cable was plugged in correctly. Unless your wiring is messedup then it should be a 100% plug and play if your going from a 88-89 cluster to a 88-89 cluster. A 90-91 cluster will not work.

i just tried it out again and when i start it up the CEL and the seatbelt lights stay on and the tach works but it doesnt read the right rpms. when its idling it sits at 6500, and when i popped the hatch the lights got brighter, and the fuel gauge and tach stopped working

If you have the correct cluster, it could be. Check the traces on the back for shorts, corrosion, etc. Plus, are you ABSOLUTELY SURE that the cluster is an 89 SI cluster or 88-89 CRX cluster?? If not, then everything will work really weird/not at all/explode.
