Default The MiniMe Timing Rumor

I have a D16Y8 MiniMe swap on my D15B8 Bottom end, *92 civic CX*
Vtec is wired up, 4 wire O2 is wired up *no CEL*, I'm using a OEM HONDA Y8 Headgasket and cam gear with a OEM Timing Belt, but even with my cars timing belt on Perfectly *The correct teeth* it still has a stutter/miss at low revs.

Ignition and fuel system are both Working 100%, Everything has been double tested or replaced with new parts, don't even bring up that it may be something else it IS timing related.

I'm reading rumors that even at TDC on the cam and Crank, I'm off 4.5 degrees because my head has been milled and because its a Y8 Head. Any Facts behind this?
Do I need an adjustable cam gear? What do I need to do for it to work correctly!?

Mod list:
D16Y8 head *Re-Surfaced (Milled)*
Y8 Intake Manifold
Generic Intake
Accel HEI Super Coil
new cap/rotor/wires/NGK Plugs
Header
test pipe
Cat-back
Phearable.net chipped ECU
Megan Racing UDP

Have you double checked the mechanical timing? What is your base ignition timing?

I probably shouldn't be talking. My mini-me still doesn't run perfectly around idle, and I've tried a few different settings on the cam gear...

Also, what's a Megan Racing UDP? Underdrive Pulley?

Yea, Mechanical looks to be correct, ignition is at 16*

the UDP was checked over and milled by a Machine Shop dumping the AC and PS pullys and checked for consistancy, he was impressed with the quality for the price of it suprisingly.
