Noob Question on CRX 91' SI

Noob Question on CRX 91' SI
Does the ignition (ACC) control the relay to click, then sending power to the ECU?
Reason i ask, is that when i tried the paperclip in the Green clip near the kick panel, near the ecu, then i turn the key "On" (ACC) i dont get the blinky red led's.
What i've notice when im trying to start it up.
No Relay click <-- but i tested according to the book. and it works IE (Clicks) an tested for circuit closer in relay
No Sound from Fuel Pump ( no shuishing or whirling or primeing sound )
It does turn over, IE starter cranking.
No Spark From Plug <-- replaced plugs , wires , cap , rotor.
