Default Jumpy RPMs and a 'surging' sound

I recently noticed that my CRX's RPMs have been jumping. For instance, if I'm running around 3.5 RPMs constantly (going 70ish on the highway) the RPM needle will fall to around 2.5-3 and jump right back up. I don't feel a loss of power and it's rather confusing. When driving around town, such as starting off from a stop light it happens as well, sometimes even jumping from 3-3.5 to 5 and then down to 2.5. I think it could be the clutch, but honestly I'm not sure.

Also, I'm hearing a 'surging' sound while on the highway as well. Not so much when I'm driving around town, but it may be that I'm changing my speed more often. I was thinking the fuel pump since it sounds like it's coming from behind my seat, but again I'm not sure.

Specs:
1989 CRX Si stock
D16A6

I'm not sure what your "surging" sound is.

The tach problem more than likely is an issue with the ignitor in your distributor. When was teh last time it was replaced?

Not really sure, I bought the car back in February 07 after I totalled my 90 crx. I was actually considering changing the distributor because of another problem I've been having off and on.
