i know its a lip but i keep on looking for it to buy one but i cant find the name for this part

It's called a splitter. Most people make their own, but companies like APR make them for different cars.

the one in the picture there is hand crafted from a special blend of plywood.
Tage, the driver there, is also quite the builder.

his specialty is transmission work though

Edit: BTW - there is absolutely, positively NO reason to have one of those on your street car.
