99 is still obd2a......00-01 is obd2b with the immoblizer thus will not even be able to start the car unless you bring the car to the dealer to program the key

99-00 civics are obd2b, isn't it the same for integras?

no its not. 00-01 Integras are OBD2B and 96-99 are OBD2A
