Well then I guess 92-93 tegs are different, my '92 GSR seats did not bolt up at all in my buddies '91 HB. We had to cut and reweld the brackets to make them work so unlee the 90-91 tegs are different then no they will not line up w/o welding.
It also REALLY helps if you don't have the Si. the sunroof really limits headroom and the DA seats raise you up a bit and if you have a sunroof you'll likely be bumping your head alot.
OEM Si seats FTMFW!!

My post was not "opinion" is is fact, unless 90-91s are different than the 92-93 tegs then they WILL NOT bolt up, you'll need to cut and weld to make them work.
Even if the seats bolt in with only 2 bolts DO NOT install them that way unless you like the idea of being thrown out of your car incase of a bad wreck. these EFs are fragile enough in a wreck, the last thing you need is your seat being ripped from the chassis in bad collision. If all 4 bolts do not line up (custom fab or not) then DO NOT RUN THEM! anybody that thinks it's safe to do so is an idiot, and I have seen plenty of post broadcasting that "it holds fine" with 3 or less bolts and again I say your an idiot for risking your life over a hack seat install.
