Widest tires that will safely fit on a 14" Steelie
My 95 Civic came with 14" steelies w/ 185/65/14 tires.
The glove box sticker reads 175/70/13 as the factory sizing.
I'm throwing my aftermarket rims in the garage for the winter and getting new tires for the steelies.
Will 195/60/14 fit or is 185 the widest the steelies can safely hold onto?
I'm not sure what the width of the steelies are but I know they are not the ones that came with the car from the factory because they came with hubcaps from 'a 98-00 Civic.

I don't know whether the 14" wheels on a '98-00 Civic are 14x5 or 14x5.5. Most 185/60-14 tires are approved for rims 5.0-6.5 inches wide, and most 195/60-14 tires are approved for rims 5.5-7.0 inches wide, so you really need to find out what the width is before mounting the tires.
However, why do you want to mount 195/60-14 tires on there? 185/60-14 is a better matching size for your car than either 195/60-14 or 185/65-14. Those latter sizes are for cars that came with bigger tires, like Integras and '97-00 Civics. The '95 Civic came with smaller tires (175/70-13) and 185/60-14 will preserve the accuracy of your speedometer and odometer, and won't make your car accelerate slower. Also, for winter use, narrower tires grip better.
If you are planning to use these tires year round in NJ, including occasional snow in winter as well as warmer temperatures in summer, you'll need all-season tires. The best all-season available in 185/60-14 is the Bridgestone Potenza RE960AS Pole Position.
If you are planning to use these tires only in winter, several winter tires are available in 185/60-14. The Tire Rack has a closeout price of $53 on the Bridgestone Blizzak WS-50 in that size.
