i have some minor dents in my rear quater panel from when my car got vandalized. i can fill them no problem but my question is should i sand the whole panel before applying primer so it ends up smooth or can i just sand the area right around the dings?

i sanded my whole quarter and it turned out good. and my brother just filled the dings then put tape as close the the dent and sanded inside the tape and painted just that part . that turned out ok to.
