when you buy a new Honda... doesn't it come with 2 keys?
I'm about to get a 04 accord... the alarm is built into the key (which i love)
but I wanted to know, doesn't it come NEW to the ORIGINAL OWNER with 2 keys?
if so, i should be entitled to it from the dealership right?

1 valet
That was in 97 however, I'm not sure what the practice is for accords now, however!
Our 06 Civic LX came with
2 primary (clickers)
1 valet (non clicker)

if the key was just a regular key with seperate alarm I could just make a key copy but because it's built into the key i don't feel i should have to pay for it

Yeah, those I believe they have to program specific to the car.
I would argue the point with them to try to get an additional key. I don't think they'd be obligated to but worth trying to get the additional $100 key tossed in.

when did it start? primarly for full size honda/acura sedans?

Main keys start the engine & open everything.
Valet keys start the engine & open the doors but not the trunk or glovebox.
I never heard of the valet key limiting performance. That's a new one... ?
All my Hondas came with 2 main keys & 1 valet key.
'95 Integra (no remotes)
'98 Accord (immobilizer built into key but remotes are separate)
'03 Accord (immobilizer & remote built into key)
'07 Civic (immobilizer & remote built into key)
If the previous owner didn't give all the keys to the dealer when they traded it in, I don't think the dealer is under any obligation.
But you didn't buy the car yet, right? It's certainly fair for you to ask for them for keys while negotiating.
