They just look to be reflections from yellow bulbs in the housings.

yellow lights are supose to give you better vision in heavy rain and snow. thats why alot of rally drivers use them.. but just impractical, and illegal for the street.

If someone daily drives there civic and lives in heavy fog and rain areas then they serve there purpose. And yellow lights are illegal in only some areas.

yellow lights arent DOT approved. all yellow lensed lights/yellow bulbs are only for offroad and show use only. as far as normal driving, they will give you less visability in normal conditions. yellow has alot shorter wave length then say a blue bulb, thats why blue bulbs with the same wattage can light a longer distance.

I believe the chrome housing was painted with stain glass yellow paint. You open up the headlights and paint them yourself.

Yellow light does not "cut through fog" better. It's an optional illusion. Before anyone starts messing with light color or HIDs, check Eran's light theory thread.

It will help you learn a lot.
