Default Crx w/ B16 having emissions problem Portland, Or

So I bought a 89 CRX w/ a 1st gen B16a.

Mods are Intake, Header, Exhaust, CTR cams, Cam gears, MSD 6A, MSD Cap, Blaster SS External coil, and a stock PR3 ECU.

So here is the problem,

The Limit on H/C in Oregon is 220, but I went to DEQ and I blew a 1505... What can I do to reduce the H/C??? What have you other EF B16 guys done to pass emissions???

I need help bad...

So What should I do about this??? could I get pass emissions w/ a 1.8 or 2.0L block??? Would like to just keep the B16 temporarily though...

Is there a reason as to why the JDM B16 will not pass???

Sorry for all the questions, but I come from driving Sentra SE-R's and we never had a Problem w/ emissions when swapping a stock SR20DET in there... but o well...

Help very appreciated...

nope, we can pretty much swap whatever and no visual check or anything like that... we roll up and idle for 1min, then rev 2500 rpms for 1 min and if the motor rund good you pass...

also some parts of the states doesn't have emissions testing...

HAHAAHHAHHAAAA......

What did you smoke?

If the emission stuff is hooked up, and the motor is healthy, and not cammed out....itll pass just like any other motor......

How did you come up with that one?

What smog stuff are you guys talking about??? are you guys talking about USDM Intake manifolds and such??? EGR???

If so what car did you get the manifolds from??? DEL SOL, CIVIC SI, Or the R's???

Also are the CTR Cams too much for emissions??? should I swap the stock B16 cams in and then go to emissions???

Also would it help if I went for a OBD-0-1 conversion with a p28 and lean the expletive outta the car???

Lets get to the basics. Obviously you are not burning all of your fuel. How old is the oxygen sensor? Spark plugs? Start with the basics, ignore the idiots.

O2 is new, spark plugs are new... i was thinking maybe there is a bunch of carbon build up and maybe the cat maybe bad...

Because before i bought the car it had been sitting for about 4 years... but I threw a new battery in there and it fired up right away... you think the injectors maybe clogged or leaky???

X2...

New plugs, rotor, cap, wires, (all honda oem)....

new 02 sensor(s)

Make sure all the old gas is gone.....No egr on civics back then.
Run a can of BG-44K through it. GET THAT SPECIFIC BRAND.

New cat. OEM if possible.

Switching to 0BD1 if possible and get someone to tune it for you that knows their **** on a dyno.

Then come back and post results.

Get a new cat set your cams to 0 if you have cam gears and adjust your
timing mabe even retard it 2 deg. My jdm type r swap passed first try
when I had a ls swap it took 20 times. Make sure the cat is warm drive
like a hour or so. You can goto Darrels muffler on 82nd for a cat it will
run you about 120 installed. good luck

just add 4 bottles of "HEET" from your local auto store, on a 1/4 tank of gas and go for emmisions. Car will run like **** "no power" but will pass/// 1$ a bottle.

Are you running a CAT? Does your header have 1 O2 sensor or 2?
