Default 99 Accord - Not Charging

Ok. Here are the symptoms in brief summary... I'm a former auto tech so I have a pretty good understanding of these types of situations.

My 99 Accord started dying while driving. My gauges started bouncing, accessories turned off, and then it eventually died... my battery was drained. Bought a new battery and it happend again so I picked up a used alternator. Same thing happens.

- New Battery (12.5V when car is off)
- Used OEM alternator
- Good continuity from alternator to battery
- Getting ELD error code via CEL

Now both alternators tested good via the Autozone test. When I test the alternator with the car running I get about 12.3V and the voltage doesn't change when increasing RPM's. Disconnected the power line and the plug to alternator and it only put out 4.3V.... Is this because the Voltage regulator is not receiving a signal from the ECU?

I need help guys. I am thinking there is a short somewhere. Could it be a bad ELD or ECU? Any advice would be highly appreciated.
