Default Help with Burnt valve

So this 90 civic 4 door i purchased recently has been running on 3 cylinders. I did the compression and leakdown check and the cylinder that wasn't running had only bout 10 psi, the leakdown test revealed air to be rushing out of the intake/ throttle body so i assumed it was a bad intake valve. Well today I took the head off, inspected the valves to find out that 1 of the exhaust valves was cracked/broken off, and all the exhaust valves are very very white. All the intake valves look fine though. So I'm vonfused to see why I have a burnt exhaust valve when the leakdown revealed a bad intake valve, and yes I made sure the engine was at TDC for that cylinder. Any help would be appreciated. Thanks.
