Default Endlink Bushing HELP!

This is for a '97 Accord SE. I was wondering if there is supposed to be a spacer between the two metal top hats like the 1st(seperated), mine are the second pic, is there supposed to be a spacer where the arrows point? thanks

Bingo.

All '90-97 Accords (plus Vigors and some early TLs) use that particular sway bar link kit.
