Default brake problem

my brake pedal is really funky
1. if i step into it slowly... then it'll start to hold pressure at about 20% in
2. if i step on it hard.. like sudden stop.. then there won't be pressure until like 80% in
3. i hold the brake pedal with one steady pressure it doesn't sinks in.. but if i keep adding in pressure.. i can floor it

is my master cylinder going? i took the mounting screws off and see if it's leaking between the booster and master and it's bone dry so no leak there....

i'm trying to upgrade also.. if it is.. then i can get the one from 91 civic ex right?(i was searching for it.. kragen web site has like abs/non-abs, sedan /wagon, 4wd/2wd... too many options.. can u guyz tell me specifically which one?) if my master is not failing.. i'm going to buy new disc (below minimum width already) and new pads...

my car is a 94 lx auto sedan non-abs

thanks ahead

well it doesn't sink when i hold it with steady pressure.. that was the first thing i was trying to figure out.. because that's the most obvious/common symptom.. but it doesn't sink.. it only goes down if i put more pressure(not much though) and most other cars i drove.. i can't really push them to the floor

they wil lalso leak internally meaning not holding seal pressure.

yes bleeded 2-3 times already.. my friend was looking under my hood and thought i have no brake fluid.. it's that "new" and i did it right too (as far as i know of course) right rear, left rear, front right, front left. pump it three times then hold the pedal and open the valve.. fluid comes out close valve, release pedal and pump again
