Default '99 Prelude Power Steering Problem

My steering wheel 'play' gets rough every year when the temp drops. Moving the wheel beyond the 11:00 and 1:00 positions requires extra effort. Seems like it's more than just fluid. Ideas?

That implies that you're not getting enough pressure, which I think is either due to a bad pump or a needed change of PS fluid, or a bad/leaky line, but I'll assume you've checked for that already.

The temperature thing makes me think you should just change the fluid and see what happens.
