Didnt suffer any recent water damage?
Sever any wires by accident doing other car work?
Trace your steps back.

 

No severed wires anywhere.

I dunno this is the first we have worked on this car.

No visable signs of water damage anwhere.

 

Now when you flip on the switch for the headlights, even tho the main bulbs are not working, do the Corner and tailights come on?

Hmm, strange.. so no headlight bulbs?
I would say it would have to be a relay or fuse issue. Rarely will the wires be defective. But thats not to say it has to be ruled out. Check up in the corner of the firewall on the drivers side, where the wiring harness that runs like the wipers and lights and blinkers goes into the cabin. Make sure they have no been tampered with, sometimes you can run wires in thru that hole there for accessories such as Fogs. In doing so, its possible wires may have been severed while trying to cut away the rubber gasket that seals it to the firewall.

 

clean out the plug in connections.....my headlights were dimming and there was a bunch of that electrical gunk **** all over the connections...but it sounds more like a short to ground...or an open circuit

In any case, that type of problem would most likely cause the fuse to pop.

To OP, you mentioned recently replacing the fuse panel. Did the problem occur right when you had done that?
