whats the best size?

Yes, 205/45-17 is the best size. It's only slightly larger in diameter (by 0.8 percent) than your stock 205/50-16 size. I recommend the Kumho SPT in 205/45-17, $99/tire at the Tire Rack. Very good dry traction, excellent wet traction, and last a long time. They are approved for mounting on wheels 6.5-7.5 inches wide. (If it were my car, I'd get 17x7, but it's not a big deal either way.)
215/45-17 is too big (2.3 percent larger diameter than stock). Not only will they throw off your speedometer/odometer, but they will make your car accelerate slower (like getting taller gears in your car). Stick with 205/45-17.

Not necessarily. In most cases, the best objective is to get a tire size with the same outer diameter as your stock tire size. That will reduce the chances of rubbing, will maintain the accuracy of your speedometer and odometer, and won't hurt your acceleration the way larger tires will. As for width, wider is not always better - not only because of the risk of rubbing, but also because narrower tires give better traction in rain and in snow.

With 215/45-17 on a '97 Prelude, you're no longer at stock height. The oversized diameter raise the car 0.3 inches. You'd be better off with 205/45-17.
