d15b block, d16y8 head, 91 dx hatch mini-me
my buddy is wanting a little more pep from his EF. it has a d15b block with a non-vtec head w/ dual point injection. i have a 97 y8 head sitting around and mentioned he could do a mini me.
however since the d15 normally already has a vtec head i cant seem to find the info i need.
basic questions: what dizzy, any mods to the block needed, wiring harness issues, what timing belt?

Since it's basically running as a stock DX as it sits, you're starting from scratch. Look in the FAQ in this forum as well as the 1992-2000 Civic forums and you'll see a complete rundown of what to use for different mini-me combos.
First things first, it's a DPFI so it needs to be converted MPFI. After that you would need to decide what OBD version you'll want it to be. This will dictate what additional wiring needs to be done, what distributor you'll need (or get away with), and ECU you'll use (or get away with).
Since the D15B has it's original VTEC head removed and replaced with a non-VTEC head you'll just treat the whole conversion as a normal mini-me using a DX block. If you plan on switching internals around while it's open then keep in mind the D15B VTEC block internals are somewhat unique and not everything is a straight replacement from any 1.5 or 1.6 block. Read the FAQ and search, you'll find the details regarding the specifics of that block.
