Default Lowering Hydrocarbon Levels and Passing Emissions

I have a 91 SI with the stock d16z6, No mods and am having trouble getting my Hydrocarbons low enough to apss emissions. ANy advice on what Mods may help or any work to do besides a general Tuneup?

hows the cat converter, as in how old is it/how many miles on it?

Its the stock one to ym knowledge. i was hoping to try and avoid that since its so rusted to the rest fo the exhaust.

most likely the cat needs to be warmed up really good before it starts working properly, sounds like the cat. is worn out and you may need a new one if its OEM with a lot of miles on it. The cars 16-17 years old already, the cat won't last forever.
