Default Just how bad is this (Wrong ECU)

Alright, here's the short and sweet of it.

The car I'm driving (89 hatch) has a '93 B18A1 with the stock harness converted to OBD1. I've been driving the car for the past 9 months since I've bought it with a P06; how bad is this? My fuel mileage has always sucked and my 1/4 mile times are a joke.

So the car can't use the engine's stock PR4 since it's OBD0, right? I'm thinking I'll need to go in search of a P74/75 but I just wanted to make sure I was on the right track before I start spending money.
