I've heard something about cooling the radiator and/or intercooler with a water pump?? Is this what you're thinking of? I read it is Sport Compact Car, i'm not sure what month... I can look it up if you want, i got it.
my friend had to do this because the LS/VTEC we built wouldnt fit under the hood of his 2nd gen teg. just stack washers between the hood and the hinges until you have the angle you want. the stock latch will still work fine.

do you mean so that the rear of the hood (rear as in near the firewall) is raised?
i actually saw about 2 cars at speedtrials(fontana) with a 'cowl' type hood on their civics.... however the hood was just raised about an inch in the rear...
