90 Crx vs 90 Civic Fuse question ?

90 Crx vs 90 Civic Fuse question ?
I was looking at my fusebox cover and the sticker on both my 1990 crx si and 1990 civic si.
I noticed that every part uses the same fuses except the horn.
The 1990 civic si uses a 20amp fuse while the 1990 crx si horn uses a 15 amp fuse.
can anyone explain why ?
btw: I noticed this while I was taking pics of the sticker to reprint it for my crx cover.
