What type of sander should I look for?
Also, if I wanted to purchase a paint tank and gun (set) for myself... What type should I look for, and what are decent specifications for painting a car?

let's say you are on budget and you dont use it everyday.
compressor
60-80 gallon 5 hp-ish compressor, don't go any lower or you'll have to run it all the time. please don't waste hundred dollar of paint with a 1.2 hp oiless 3 gallon pancake compressor, buy it once and use it for 30 years and be happy. make sure you have 240 volt in your place.
600-800ish for quality brand, campbell, IR, etc.
gun
you need at least two guns, one for primer and one for paint, 1.4 and 1.7 tip +/-

QR fitting
DA sander
dust collector

for panel work you are looking at a 3hp 30 gallon tank, watch out for 120v compressor, they will not make the "full" advertised hp on 120v. becareful doing metallic paint for panel work, sometime it's easier to spray the whole car at once w/ all the panels in place.
it only hurts to buy it once, don't buy something cheap and end up buying something else later down the line.
