Stalling Vigor-I searched :-)

First post. I searched and didn't find anything that seemed appropriate.
My wife drives a '94 Vigor with the 2.5 litre five cylinder engine. When she comes to a stop, the idle dips and the engine dies. Seems to me like a classic IAC valve fouling problem, but when I looked at the IAC valve, it doesn't look like something that can be cleaned like the engines I'm more familiar with.
Is this a common problem and if it is in fact the IAC valve, is it necessary to replace the valve, or can it be cleaned?
Also, I have a pretty bad oil leak on the left side of the engine, beneath the intake. I suspect it is a cam seal as I've read it's common for this to be overlooked when the timing belt is replaced. Any guidance?

I pulled the IAC valve and the screen is plenty clean, in fact, other than some black discoloration, it is clear.
Does the mating surface of the valve itself become fouled and can it be cleaned?
