Opinion on purchase of 97 civic w/ SIR swap. Quick responses needed B4 its 2 late!

Just wanted a few thoughts on this deal. I came across this listing and called the guy to set an appt for viewing the car.
Its a 97 2 door trunk, not sure of the trim level but I know its not a SI. No sunroof or PW etc...
It has a SIR motor, tranny, clutch, SIR rims and cluster. The engine bay looks like everything is in order. Starts great, idles great, drives great. Interior is used charcoal cloth but clean and there is no rust on the original black paint. ~50000km on 2000 SIR motor, ~ 145 xxxkms on chasis
Cons Headlights are fogged and need to be replaced. Various dings and small dents but nothing I cant handle since I work at a body shop. Steering wheel worn and its stock
. No power windows or dl or sunroof, but I can live with that.
He wanted 5600 and we kinda settled @ 4800 and said I will call tomm. to say yay or nay.
Thoughts and opinions??

BTW Its in canadian $$$ and in toronto canada. We have a thing called a UVIP that any private seller of a vehicle has to supply. Its from the ministry of transportation, kinda the same I guess...

Sounds decent. Do you have access to a compression tester so that you could at least do a very basic check of the health of the engine?

I test drove it but only on a side street, the guy has no ins. on it and hasent been driving it fo a while, but it felt good and sounded good. I'm pretty sure the motor is very sound. The kid needs $$$ for school so.... I lowballed the **** outta him @ 3500 but it definatly needs a paint job. we are @ 4800 and personally I think thats fair. Besides, I work at a bodyshop, paint job is just my time and 200 bucks for material and the boss' pocket!
I would say go for it, if everything truly is in working order then thats a good price.
