Default 2003 Honda Accord Radio not working

Hi everyone!
My honda accord is having issues where the radio is just going out and it will go on and off as it pleases. If its on then it will stay on and then all of a sudden go out with a loud noise at times. At times, the display and everything will go blank and then come back as it pleases. When I took it to the Honda dealership, they said that they didnt know the issue and that they would have to open it all up which would cost me $300 and then theyw ould take the radio and send it get analysied which might cost me more $$$. Something doesn't sound right and I want to know if you guys know if this issue and how you can go about this issue...WHAT SHOULD I DO?????

Is there a factory recall for this? As i see that many people are reporting similar issues...

Don't think mine is under warranty anymore...if it was a bad factory thing, should don't pay for the repair?
