98 RS CEL 67 !!? need help

98 RS CEL 67 !!? need help
I was driving my 98 teg RS this morning. Suddenly the throttle has weird hesitating for a while, then I stopped the car and the CEL popped up.
I've checked the code, it's code 67, which is "Catalyst system Efficiency Below Threshold malfunctioning or defective"
what's wrong with the "catalyst sytem" ? I've just changed the secondary o2 sensor 2 weeks ago....should it be the catalytic convertor or primary o2 sensor problem ...?
