DA not running like it should

my friend has a 1991 integra w/ a jdm b18c (gsr) swap. he just recently got the car in a trade, and the car hasn't been running up to par. when he first got it it was **** slow for dohc vtec basing it off of how my 94 gsr (bone stock besides dc sports exhaust/intake) runs. so he took it to a professional to see his opinion. the mechanic advanced his timing, and that seemed to help a little. but it still wasnt pulling as hard as it should. to kind of guage what kind of performance he's getting, he ran my friends 1995 integra ls.. he lost every single time. what are some suggestions for his car to help to get it running. what should he look into, and what kind of parts should be replaced?
(here might also be some helpful info) His car has:
40,000k mi on engine (supposedly)
b16 tranny
brand new fuel filter
new ngk plug wires (if that helps any)
no catalytic converter
