First off, I searched and could not find what I was looking for. Okay here it goes. My buddy has a 2001 honda civic with a strange issue. When you first get in the car the starter will only click. However, after a few attempts the starter will slowly turn. Continue to turn the car on and off again and eventually the starter will spin fast enough to start the car. (The car immediatly starts after this). He has had the battery checked and it was said to be good. The terminals are clean and tight. At first I was thinking the starter but the slow increase in starter turning has me thinking the relay.

Anyone got any ideas?
