Brake/Horn fuse pops when brake touched ?

OK, whenever I press the brake pedal it blows the fuse for the Brake/Horn in the engine bay fuse box. So when I press the brakes the brake lights don't work.
-I checked the ground by the rear hatch and cleaned it off.
-Checked the rear brake light bulbs and replaced the 3rd brake light
-Checked the brake light switch
-Checked the parking brake switch
Not sure why it keeps blowing. The horn is not hooked up. The wires are cut and not touching anything.
I checked the voltage going from the wires in and out of brake light switch without the switch being connected and I was getting 12.8V.
Then I just hooked a wire up between the 2 spots on the brake light connector and it blew the fuse. It didn't blow the fuse with my ohm/volt meter hooked between the two though.
Any ideas?

You said hatch, the wire harness going into the hatch has to be broken and shorting out, you will need to dig into the harness and repair it, common problem, more so on Toyota trunk lid harnesses with brake lights in trunk lid, you do have brake lights in the hatch, yes?

Yes I have the 3rd brake light in the hatch. It was blown and I replaced it.
I will have to take out my back interior so I can check the wire harness better. The wires going to the brake lights themselves seemed ok. Probally a break somewhere.
