Could be a ground, starter relay, bad solenoid on starter, bad battery, ignition,

substitute with a know good battery, you may have enough power to turn the lights on, but not enough to start the car. Jump it or subistitute a know good battery.

that should be plenty of volts to start the car, have you tryed tapping the starter with a hammer while trying to start the car?

You might wanna check youre alternator..you also might want to chek it with a OBD reader...you can borrow it from youre local autozone for free...you just need a license and credit card....

try push starting it. if that works, its probably your starter. the rapid clicking could be caused by the starter being dead.

problem solved ... thanks everyone for their input... the problem was the starter i took it off and just looked at it and i was about to head out to autozone to purchase a new one but my friend said we should just try it again so we put it back and checked all the grounds and i cranked it again and it turned over.
