Default 89 Accord-Water Pump and High (cold) Idle

Hi

First...

My 89 Accord (manual) has a substantial water leak behind and slightly below the timing belt housing. I would guess this is the water pump.

Are there any particulars I should be aware of when changing the water pump?

I figure I should do the timing belt as well since they are usually replaced simultaneously.

Second...

Since I will have things apart for the pump/belt, I also have a problem with my vehicle idling very high when cold- 2000 Rpm. When I smogged the vehicle, the tech said that the timing was off by 4 degrees, it's supposed to be 20 and mine was 24 or something. I know the proper idle for the car should be around 750 or 800.

Luckily the smog tech adjusted things to pass the car, but simply adjusting the screw wasn't enough he said. Will I be able to fix this since I'll have the valves free of the belt when changing it? I was thinking to maybe check out the FITV also.
