Default rev limit at 7.5

i have an obd0 jdm b16a swap in my civic si with a pr3. i bought the car like that. and it also came with the apex'i neo. the thing is no matter what i do on the neo i cant raise the rev limiter. its limits the engine at 7500. its not that itll stop trying. itll just stay bouncing at 7500rpms like its the rev limiter. on both the tach and the neo. any idea on what the problem might be.

Tossing any CEL's? If not could be the ECU.

I have 2 PR3 ecus, one has the rev limit set at 7800 the other at 8200. Somone more knowledgeable might be able to explain this.

it gave me the code for the map sensor, tps, o2 sensor and crank sensor. i know the tps is bad because it makes the idle bounce, but even with it connected it wont rev passes 7500. so i just leave it disconnected until i can buy one.

lol. i know. my cars running shitty. im still learning whats wrong with the car. i bought it like that. but its for cheap so i cant complain. i know the tps is no good. especially because whoever did the swap damaged a wire. it doesnt read constant voltage on the neo. i forgot to mention they wired the fan to the distributor.

im lucky if it didnt mess the distributor up. they also didnt tighten down the bolt on the shift linkage. when i was on my way from work my shift linkage fell off. i had no tools to put it back on but a vice grip and my hand.
